Tangshan continues to deepen the reform of foreign-funded enterprise registration system, and the procedures for registering a new foreign-funded enterprise in Tangshan city have been simplified and optimized with optimized procedures, shorten required time period, and improved service quality. Tangshan creates a service model with “dedicated service window, dedicated service person and dedicated handling method”, promoting the rapid completion and timely handling of foreign-funded enterprise registration, constantly improves the efficiency and ability of government affairs services, and facilitates the expeditious implementation of foreign-funded projects. 

Tangshan actively coordinates with the State Administration for Market Regulation, and 12 counties (cities and districts) within its jurisdiction, including Caofeidian District, Qian’an city, have been granted the administration authority of foreign-funded enterprise registration by the State Administration for Market Regulation, ranking first in the province. For the administrative approval items related to the registration of foreign-funded enterprises, they should be handled at a nearby local department, should be handled in one time and should be handled without any delay, and thus the required time period can be shorten by more than half. After canceling the pre-approval of name of foreign-funded enterprise, Tangshan comprehensively implements the independent declaration of name of foreign-funded enterprise, achieving a 100% declaration rate, except for those included in the Special Administrative Measures (Negative List) for the Access of Foreign Investment. The required time period for city-wide registration of foreign-funded enterprises has been shorten to less than 4 hours. At the same time, and in order to continuously improve the service quality, Tangshan has also established Self-service Zones for foreign-funded enterprises, provided with specially-assigned personal guiding the applicants of foreign-funded enterprises to complete the independent declaration of name of foreign-funded enterprise, and fill in the foreign investment information report and etc. For the same foreign investor who has already established a foreign-funded enterprise in Beijing-Tianjin-Hebei region to invest in Tangshan city, the foreign investor is allowed to provide a photocopy of the investor qualification certificate issued by the established enterprise registration authority as the proof document of investor qualification certificate; Tangshan also simplifies the required proof documents for enterprise domicile, and implements the commitment system for the declaration of enterprise domicile (Business premises). The dedicated service windows and registration mechanism with unified handing procedures, unified review rules and unified document materials for foreign-funded enterprise registration have been established in Tangshan city. At the same time, the publicity period for easy-cancellation of registration is shorten from 45 days to 20 days, and the online platform is also available for easy-cancellation procedures.
