Phoenix Mountain Tourist Area is located in Xinji Town, southeast of Qianxi County, 12 km away from Qianxi County, 220 km away from Beijing, 210 km away from Tianjin, 130 km away from Qinhuangdao, 160 km away from Chengde, and 75 km away from Tangshan. Situated in the core of the Beijing-Tianjin-Tangshan-Chengde-Qinhuangdao tourism circle, it is directly accessible via Pengli Expressway and Qian'an–Caofeidian Expressway, connecting to the Second Line of Beijing-Shenyang Expressway and the Qianxi Connecting Line of Beijing-Shenyang Expressway. The newly built exit of the Beijing-Qinhuangdao Second Expressway is only 2 km away from the scenic area, offering superior geographical location and convenient transportation. Named for its mountain shape resembling a phoenix ready to spread its wings, this mountain is adjacent to Jingzhong Mountain (a scenic spot with lush forests) in the west, QingShanguan, Xifengkou Great Wall Anti-Japanese War Memorial Park, Panjiakou, and Qianxi County Daheiting Reservoir Scenic Areas in the north, Wuhu Mountain and Dream Manor in the east, and Huaxiang Guoxiang in the south. This creates resource complementary and highlights the uniqueness of Phoenix Mountain Tourist Area.

In 2017, it was selected as a National Optimal Tourism Project, a Key Cultural Industry Project of Hebei Province, a Key Tourism Project of Tangshan City, and a Leading Tourist Attraction in Qianxi County. According to the Qianxi County Tourism Master Plan (2016-2030), the county's tourism pattern is defined as "One Core, Three Belts, Seven Zones," with Phoenix Mountain falling under the Landscape Vacation Theme Project Agglomeration Area, serving as a vital support for Qianxi's landscape vacation tourism development. In September 2020, it was officially rated as a national 4A-level scenic area by the Hebei Provincial Tourism Commission.
